Delegated Access for Health Surveillance Applications

Health surveillance services need clearly scoped access administration across approved users and teams. UNIFYElevate can support delegated user, role and application administration within the service owner’s defined boundaries. Clinical monitoring, health records and decisions about sharing health information remain responsibilities of the provider’s systems and policies.

Separate Access Administration from Clinical Responsibilities

The service owner defines the applications, roles and actions that administrators may manage. Delegated administrators handle access operations within those limits; they do not gain clinical authority or permission to view health information merely by administering user accounts.

Occupational health professionals, employer representatives and partner teams may have different responsibilities. The provider must define the access scope for each role rather than assume that participation in a surveillance service gives every participant the same permissions.

An Access Administration Scenario

A provider works with several approved teams and service partners. It wants designated administrators to manage routine account and role changes while retaining central control over application permissions.

The service owner defines each administrator’s scope. User onboarding, role changes and access removal follow the configured boundaries and workflows. When staff or partner responsibilities change, the access administration process needs to reflect those changes.

The connected health surveillance applications continue to own monitoring activities and clinical records. They also enforce the permissions required to view or share that information.

Scope the Implementation

Before delegating administration, establish:

  • Which applications and administrative roles are in scope.
  • Which users and access changes each administrator may manage.
  • Who approves changes outside the assigned scope.
  • How access is changed or removed when responsibilities end.
  • What administrative activity is retained for support and review.

UNIFYElevate’s delegated administration model keeps role scope, permissions and application boundaries under the service owner’s control. Integration requirements and workflows should be agreed for the provider’s environment, alongside the controls that remain in its clinical systems.
